FACT Files Ethics Complaint Against Rep. Tom Suozzi for Financial Disclosure Violations

Washington, D.C. — October 2, 2025 — Today, the non-partisan ethics watchdog, the Foundation for Accountability and Civic Trust (FACT), filed a complaint with the Office of Congressional Ethics (OCE) urging an investigation into Rep. Tom Suozzi (D-NY) for repeatedly violating federal law and House ethics rules by failing to disclose financial transactions in a timely manner.
Under federal law and House rules, Members of Congress must file periodic transaction reports for any financial transaction exceeding $1,000 within 30 to 45 days, as well as annual disclosures providing a complete accounting of assets, debts, and income. These laws are imperative for transparency, ensuring the public can determine whether Members are acting in the public interest or for personal financial gain.
In 2024, Rep. Suozzi made at least four purchases of U.S. Treasury Bills but failed to disclose them within the legally required window. The transactions were not revealed until nearly a year later, when Rep. Suozzi filed his 2024 annual disclosure report in August 2025. This delayed filing does not negate the violation.
Rep. Suozzi’s record makes the case even more egregious; he has previously failed to file periodic transaction reports for hundreds of stock trades, was investigated by the Office of Congressional Ethics for the same misconduct, and displayed a hostile attitude toward his ethical duties during that process. Despite prior scrutiny and his past assurances, Rep. Suozzi continues to break the law.
“Rep. Suozzi’s repeated violations show a blatant disregard for the most basic ethics rules. The financial disclosure laws are not optional recommendations, they are critical safeguards against corruption, insider trading, and conflicts of interest. When Members ignore these laws, it erodes the public’s trust and damages faith in government as a whole. The Office of Congressional Ethics must act to hold Rep. Suozzi accountable,” said Kendra Arnold, Executive Director of FACT.
