FACT Files Ethics Complaint Against Congressional Candidate Maura Sullivan for Financial Disclosure Violations

Washington, D.C. — October 16, 2025 — Today, the non-partisan ethics watchdog, the Foundation for Accountability and Civic Trust (FACT), filed a complaint with the House Ethics Committee urging an investigation into Maura Sullivan, candidate for New Hampshire's 1st Congressional District, for violating federal law and House ethics rules by failing to disclose financial transactions in a timely manner.
Under Federal law and House ethics rules, House candidates are required to publicly disclose their financial information once they raise or spend more than $5,000 on their campaign. These disclosures are required within 30 days of announcing their candidacy or by May 15th of the same year, whichever is later. This report is intended to provide voters with a "full and complete" statement of the candidate's finances.
As of October 14, 2025, Candidate Sullivan has yet to submit her financial disclosure report. Her campaign said missing the initial May 15, 2025, was a "mere oversight" and requested a 90-day extension. The Ethics Committee granted the campaign an additional 90 days to file her report; however, despite the extension, the campaign missed the August 13, 2025, deadline as well.
“By missing both deadlines to file her financial disclosure forms, Maura Sullivan has failed one of the most basic and critical tests of transparency as a candidate for Congress. These repeated violations are no longer a 'mere oversight,' but a clear disregard for the financial disclosure laws that are critical to maintaining the public's trust in our elected officials, candidates, and the electoral process. Voters deserve to know if candidates are exposing themselves to potential corruption or conflicts of interest. The House Ethics Committee must act to hold Sullivan accountable for these violations,” said Kendra Arnold, Executive Director of FACT.

FACT learned just after submitting this complaint that Sullivan finally filed her disclosure form--after twice missing the deadline and five months after the original deadline. This would still a violation of the law that the Ethics Committee should investigate and act upon.
