Ethics Watchdog Calls for Probe of Congressman Elijah Cummings’ Wife
Washington, D.C.— July 16, 2019 —The non-partisan ethics watchdog, the Foundation for Accountability and Civic Trust (FACT), has filed a complaint today with the Maryland Attorney General asking for an investigation into Maya Rockeymoore Cummings for potentially misusing and abusing a Maryland nonprofit that she runs to financially benefit both herself and her husband.
Ms. Rockeymoore Cummings, the wife of Democratic Congressman Elijah Cummings (D-MD) and the Chairwoman of the Maryland Democratic Party,runs two entities, the nonprofit Center for Global Policy Solutions (“Center”) and the for-profit Global Policy Solutions, LLC (“GPS”).
According to FACT’s complaint, both the Center and GPS appear to enjoy a close and improper relationship. Not only do both entities share the same Baltimore address and principal officer in Ms. Rockeymoore Cummings, they are involved in shared projects and have shared resources. The complaint notes that in 2017, GPS received a $1 million General Services Administration (GSA) grant for a community wellness initiative. The Center served as the national program office for this same initiative. Additionally, both the Center and GPS were also the recipients of over $5 million from the Robert Wood Johnson Foundation. The complaint notes that “this close relationship alone is worthy of investigation.” Both GPS and the Center also entered into significant cost sharing agreements dating back to 2013.
Furthermore,the Center paid a management fee of 5 percent of the non-profit’s expenses to GPS, Ms. Rockeymoore Cummings’own for-profit company. This significant management fee does not include an additional $152,238 and $78,180 in salary paid to Ms. Rockeymoore Cummings for her role in managing the Center.
“The overlap between the non-profit and for-profit organizations, along with the potential improper financial benefit to Ms. Cummings and her husband, Representative Cummings, is serious and demands an investigation,” said Kendra Arnold, Executive Director, Foundation for Accountability and Civic Trust (FACT).
